IT’S A BLUSTERY FALL DAY IN SOLEDAD, DUST CLOUDS BLOWING EVERYWHERE ACROSS THE SALINAS VALLEY, including around the Camphora Apartments off of Highway 101 between the Gabilan Mountains to the east and the Santa Lucia Mountains to the west. The 5-yearold complex of two-story buildings is in an isolated location surrounded by agricultural fields and a rundown, decades-old farmworker labor camp next door.
